Managing healthcare's critical infrastructure capital projects in today's  rapidly and challenging technological healthcare sector keeping the healthcare client and provider's budgets in forefront by delivering economic solutions. I project managed over 30 Office of Statewide Health Planning and Development (OSHPD) projects including Intensive Care Unit remodels, Voluntary Seismic Upgrades (VSI’s) and other critical hospital  functions for Kaiser Permanente, UCI Medical Center  and  Providence. As architect of record for a variety of government projects I directed and managed projects from initiation of programming beginning to walkthrough and commissioning, working with operations to define the project scope and communicate to the rest of the team. I develop full-scale project planning budgets, I effectively communicated project expectations to team members, project status with customers on daily a weekly or monthly timeline depending on the project and the client.

 

I drafted and chaired weekly meeting agendas, meeting minutes to verify goals are being met and setting new goals. I Managed project budgets, worked with operations and managed sales to negotiate budgets for changes in the project definition.  I reviewed manpower requirements as needed to match workflow requirements with staff requirements.  Identified and resolved issues and conflicts with the project team. Responsibilities further involved developing and delivery progress reports for active and completed projects. CH2MHILL PROJECT HIGHLIGHTS

Project Manager and Architect, Government Project – City of Long Beach, Security Command Center: Long Beach, CA

I managed the design and construction support services for a Type II-1HR 25,000 square foot waterfront facility supporting the Port of Long Beach’s security and command operations. The  facility houses multi agency functions; data center, roof top helipad for air support team helicopter with administrative offices for Border Patrol, Police, Fire, Coast Guard and Immigration authorities. My daily responsibilities included City client liaison, the leadership of CH2MHILL’s project engineering staff and consultants in charge of plans, specifications, estimating and budget control. During construction I was leader of the RFI log, shop drawings and material submittals and responsible for LEED consultant and outside sub consultants CAD compliance and engineering plan compliance for formatting. I received and reviewed consultant invoices for progress payments, monitored change order costs by using R.S Means. The facility is registered with The United States Green Building Council with a Silver LEED certification. Total Construction Cost $ 21 Million

 

Project Architect –Boeing Department of Defense (DoD) and Commercial Satellite Mission Control Center: EL Segundo, CA

In 2006-2008 as the architect of record, I designed, permitted and turned over the Type V, non rated critical satellite launch Control Center to the Boeing Company in El Segundo CA. The project consisted of selective demolition, significant seismic upgrades and building improvements including façade upgrades totaling 36,000 ft2.  The building was improved and upgraded for Boeing’s Department of Defense (DoD) classified and commercial satellite launching Mission Control activities. The building is fitted with a 24-hr backup power generator with satellite microwave connections and local loop fiber connections. Total Construction Cost $10 Million.

Boeing - United States Airforce  (DoD) C-17 VIP, Visitor Center, Long Beach, CA , 2006

Project Architect of Record to design Boeing’s Southern California Visitor Museum/Security Plant Security Center for the United States Air force C-17 Program. David designed and administered construction support services construction from ground breaking through certificate of occupancy for the architecturally designed one-story building encompassing 3000 ft2 including a presentation display theater,  pilot’s lounge, visitor center and other amenities for the air force and other Boeing officials and commercial clients.

 

United States Postal Service- Los Ángeles, California, USA- 2006

 

Recycling Transport Facility: Commissioned by the USPS, CH2MHILL designed the USPS’s Southern California’s busiest processing and distribution recycling center for the United States Postal Service located in South Central Los Angeles. David, architect and designer programmed and developed with the USPS management and on-site users the 7,000 ft2 platform structure valued at $800,000. The recycling facility will support (4) USPS Transport Trailers, (4) trash compactors, and two concrete ramps for forklift circulation.

 

Hisamitsu Pharmaceutical Company, Laboratory Improvements, Carlsbad CA

 

Hisumitsu, a pharmaceutical company originating in Japan in 1847 developed an external pain reliever for skin applied patch applications. As project architect I managed the engineering services to the production and process flow infrastructure renovations to the existing Carlsbad laboratory and production lines. Key project specifics consisted of compliance to federally regulated Department of Drug and Enforcement Agency requirements for security vault, surveillance, access control as well as FDA pharmaceutical processing room improvements with regards to finishes, HVAC and pedestrian circulation.

Responsible for assisting the business unit Vice President and Business development representatives in preparing proposals, marketing business pursuits and bidding under the direction of the Fluor Telecommunication business development directors.

 

Planner for United States Department of the Navy, Dept. of Defense (DoD) - Ford Island, Hawaii, USA 2002

 

Master Planning - Engaged with a team of land developers, architects, financial management firms, David was a part of conglomerate that provided master planning, historic preservation, naval administrative (officers) facility, and housing for the infamous World War II, Ford Island.  This master plan consisted of planning administrative officer campus environments, small craft aviation planning, family housing, and ancillary needs such as shopping, recreation, open space and refurbishments of existing structures throughout the island development and redevelopment.

 

Architect for Qwest I.P Internet Protocol Cyber Center- 1998 

Qwest Communications commissioned David and a team of engineers to design the 100,000 ft2 office/data-center facility in Sunnyvale, CA, based in the Qwest headquarters in Colorado for a period of one year working closely with Qwest designing and producing the technical requirements and production drawings responsible for the A&E design team of 10 in the Colorado Fluor A&E design department. David performed the construction support services at the project site after personally seeing the plans through the regulatory approval process. Activities consisted of conducting site evaluations, project programming, scope definition project kick-off meetings, multi-disciplinary coordination of detailed engineering of the Type V projects

 

Architectural Project Leader for Level 3 Local Loops Projects - 14 U.S. Cities  Level 3 Communications ranks as one of world's most connected Internet Service Providers (ISPs) among the top five telecom communication companies. As part of the Fluor Central Task Force (CTF) David supported the nationwide design of tenant improvement infrastructure inside plant (ISP) and outside plant (OSP) activities. Responsibilities included traveling to 14 U.S. city project offices for the Level 3 Communications nationwide Internet buildout, I was responsible for architectural-engineering oversight of a staff of 8 engineers and architects designing tenant improvement points of presence (POP’s) designing and supporting construction administration services for 19,500 route miles, to support Level 3 build the world's first continuously upgradeable network fully optimized for internet protocol (IP).  In 2002 I was awarded the “Above and Beyond Award” in support of the project execution team.

Stationed in the Fluor Facility and Plant Services office at the IBM San Jose Site, processing construction RFI’s, reviewed shop drawings and material submittals, and delegated production tasks to the engineering staff.

 

KDC ARCHITECTS (1995 to 1997)

                                          

Telecom Project Manager responsible for the strategic planning for deployment of 220 wireless telecommunications installations from site acquisition assistance, public city community hearing appearances, all the way through project regulatory permitting in the Los Angeles and Orange County Metropolitan Trading Areas.

Construction Administrator HUD                                                                                                                             

Responsible for coordinating the construction efforts of the HUD (Housing and Urban Development) building for the Disabled Veterans Administration in Long Beach California. This building was a $2 million dollar type V, four story residential housing structure for the severely handicapped. Involvement was from ground breaking to building turnover.

I supported the project manager in preparing field modification sketches, plan changes and construction support services limited to responding RFI’s and unforeseen complications.

While employed at NTD, over 13 different school sites over 6 separate districts and campus grounds.  For (7) seven years I worked with contractors, subcontractors, consultants , architects,  engineers and the Division of the State Architect (DSA) plan approval offices and the coordination with DSA field inspectors and working with school districts responding to client driven additive alternates, deductive alternates, contractor RFI's,  reviewal of shop drawings  and material submittals. Districts I worked in are the following: Capistrano Unified School District, Inglewood, Pomona, Walnut, Rancho Santa Margarita, and Palmdale. Schools worked at include Fillmore Middle School, Archibald Ranch Elementary School, Alfred S. Madrid Intermediate, Eastlake Elementary, Lake Elsinore High School, Trabuco Highlands, Centinella Elementary, Highland Elementary and Daniel Freeman Elementary School and Saddleback Valley Unified School District. These project values consisted of construction cost under $ 2,000,000 each.

 

Crozier Jr. High School- HVAC Addition Total Construction Cost $1,760,000

As assistant to OAR, I was on-site weekly for oversight of engineering compliance to sensitive roof work for large HVAC installations over highly populated spaces. New Gym and theatre HVAC work. Responsibilities included planning and scheduling of work outside school hours during school year, safety, logistics, and adherence to district standards. Dealt with DSA inspector directives and worked as liaison to district and architect.

 

New Middle School - Rancho Santa Margarita Middle School-Rancho Santa Margarita, CA, Total Cost $7,200,000

As construction administrator, I was at many phases from the utility tie-ins, tapping, grading through final commissioning and finish punch list. The site included sport fields, lighting and administration and guest entrances. The project required close construction detail to its Spanish style detail. Alternative substitutions were monitored for design compliance to control cost; deductive alternates were considered and analyzed for maximum district benefit. Change orders were minimized because architect, contractor and district “alignment meetings were held for full team buy-in to keep cost considerably under control. I was part of a team reviewing all documents associated with this effort.

 

Centinela Elementary School, Inglewood Unified School District Modernization Program-Cost $2,020,000

 

Classroom upgrades to the entire campus included, Title 24 Energy improvements, HVAC upgrades, Americans with Disabilities Act, (ADA). As part of a modernization program to provide new windows, building envelope and heating and air I was at the site supporting general contractor providing technical services consisting of field sketches, cost estimate validation to change order review and supporting district construction rep on approval DSA inspector coordination for code compliance. I distributed redlined steel shop drawing review and kept logs for specification submittal requirements. I assisted schedule meetings with contractor and district.
